Definitions of some terms used in the NOC web system
Informational Service
Used to obtain information of exesting utilities and infrastructure assets in a specific location without granting permission for physical work at site.
Concept Design NOC
Issued at the early design stage to confirm that the concept aligns with the authorities guidelines before proceeding to detailed design begins.
Preliminary Design NOC
Approves the initial design layout and major elements before moving to detailed design, ensuring feasibility and compliance.
Pre-Final Design NOC for Development Projects/Community Access
Intermediate approval before final design submission, often for large developments or community access roads.
Final Design NOC
Issued after the detailed design stage is complete. Confirms that the final design complies with RTA standards and can proceed to construction.
Trial Trenches NOC
Allows excavation of trial trenches to verify underground utilities and confirm site conditions before construction works begin.
Construction NOC
Grants approval to start actual construction activities within or affecting the right-of-way (ROW) or near Authorities assets, ensuring compliance with safety and design standards.
Permit for Utilizing RTA Spare Ducts
Grants permission to use spare ducts owned by RTA for temporary utilization.
Power supply from the existing street lighting network NOC
Permits tapping into the existing street lighting network for temporary or permanent power supply, subject to load and safety checks.
Removal of plants, trees... Etc NOC
Authorizes removal or relocation of landscaping elements (trees, shrubs) within right-of-way (ROW) areas, ensuring environmental and aesthetic compliance.
Relocation / connecting / shutdown NOC
Required for shifting, connecting, or temporarily shutting down existing utilities or services to accommodate new works.
Relocation / removal of P&D machine or signage NOC
Required to obtain approval to relocate or remove existing P&D machine or parking signage.
Working within or adjacent to areas frozen by RTA/Strategic Planning Department
Special approval for work near areas reserved or “frozen” for strategic projects, requiring strict coordination with RTA’s planning department.
Removal/relocation of Traffic/Information signs/ Fence/ Bollard / Guard rail
Allows modification or relocation of traffic control devices and safety barriers during construction or development works.
Military NOC
Required to obtain approval for works from the Minestry of Defence.
DUSUP NOC
Required to obtain approval for works from Dubai Supply Authority.
Manhole/Chamber cover level & utility profiles
Confirms proposed levels and profiles for manholes and utility chambers to avoid conflicts during construction.
Removal/Reallocation of Street Lighting & Traffic Systems
Authorizes shifting or removing street lighting poles, traffic signals, and related systems for project execution.
Removal/Reallocation of Tiles & Asphalt Cutting
Permits cutting or removing pavement, tiles, or asphalt within RTA ROW for utility works or construction.
Power supply from the existing Flyover/Bridge/Footbridge DB/underpass LDB panel
Allows connection to distribution boards on bridges or underpasses for temporary or permanent power needs.
NOC for installation of Shades
Approval for installing shading structures (e.g., pedestrian areas, parking) within right-of-way (ROW) and strictly for UAE Nationals house owners.
