(Additionally, monitoring must be carried out annually after start of full operation. Any interference must be mitigated by applicant at their cost). -A HAZID analysis for the tunnelling process (if applicable) with respect to existing hydrocarbon pipelines to be carried out and shall be submitted for DUSUP review. -Proposal to measure the vibration levels on DUSUP pipelines during commissioning of the metro lines. The vibration levels shall be measured for worst case scenarios. After measurement, if any mitigation is required then applicant must carry out mitigation measures as recommended. Non- Disruptive Road Crossing (NDRC) Works
|
RTA Right of Way Department Requirements for Carrying Out NDRC/NDM
NDRC/NDM Design Requirements
1. Prior to submitting an NDRC/NDM Construction NOC application to the RTA, the applicant is to obtain Information NOCs from other Service Authorities and Providers showing the existing Infrastructure affected by, or in the vicinity of, the proposed NDRC/NDM work. Copies of these NOCs should accompany the NDRC/NDM Construction NOC application to RTA. RTA will only grant an NDRC/NDM Construction NOC upon proof that all the NDRC/NDM NOC requirements of the affected Service Authorities and Providers have been satisfied.
2. All proposed NDRC/NDM works crossing a dual carriageway road should be designed and supervised by a Consultant approved by the RTA for NDRC/NDM works. The NDRC/NDM design and settlement calculations are to be in accordance with existing and future standards as advised by the RTA ROW Department
3. The RTA NDRC/NDM Design and supervision requirements do not apply to single carriageway roads (ROW width 30.50m or less). However, where a single lane is part of dual carriageway road as illustrated in Figure 7.8, the requirements for the dual carriageway will apply
4. A soil investigation report is required for all NDRC/NDM works crossing a dual carriageway road, or a single carriageway as required by RTA, and should be prepared by an authorized laboratory and approved by the Consultant. The boreholes must be located at the intended position of the thrust and reception pits and the depth of the water table should be indicated in the soil report log, A minimum of three (3) No. bores are required when the length of the NDRC/NDM exceeds 100m.
5. All NDRC/NDM work is to be carried out by a Contractor approved by the RTA for NDRC/NDM works
6. The edge of launch and reception pits should be situated a minimum of 5m away from the asphalted edge of the road or the back of the kerb
7. The minimum depth of the NDRC/NDM work (i.e. as measured to the top of Duct/Pipe/Sleeve) must be 2D (two times the diameter of Duct/Pipe/Sleeve) but not less than 2.5 metres from the Finished Road Level (FRL) subject to soil strata information obtained from the soil investigation boreholes. The minimum horizontal clear distance between two pipes/sleeves must be 2D (two times the outer diameter of Duct/Pipe/ Sleeve) but not less than 2.0m (face to face) whichever is greater.
8. All proposed NDRC/NDM crossing of Gas lines requires approval from DUSUP and must be supervised by an approved RTA consultant
9. RTA reserves the right to instruct applicant/ client to appoint third party verifier to review design wherever required without any cost to RTA. On special cases, RTA has the right to instruct the applicant/ client to install geo-instrumentation monitoring devices to monitor vibration, ground surface settlements, variation in water table, performance monitoring of shafts, NDRC pipeline and adjacent structures in the proximity during all the stages of NDRC/NDM construction.

NDRC/NDM NOC Requirements
An NOC for all intended NDRC/NDM works in emirate of Dubai must be applied through RTA’s E- NOC System.
A separate NOC Application is required for each NDRC/NDM location.
The Contractor shall submit the documentation as part of the application for an NDRC/NDM NOC:
1. A copy of the e-NOC application
2. A key plan indicating the exact location of the proposed NDRC/NDM work and coordinates of the proposed NDRC/NDM crossing
3. A copy of the RTA approved route NOC for the utility being installed
4. Layout and profile drawings clearly indicating the location of the proposed NDRC/NDM work and existing utility services
5. A cross section of the Right of Way, clearly indicating the vertical alignment of the proposed NDRC/NDM as well as the location and level of existing utilities, along with the relevant Typical ROW Cross Section
6. A soil investigation report for the following cases:
a. Crossing dual carriageway roads where ROW is above 30.5m
b. Crossing existing utility lines, e.g. larger diameters, pressure lines, DUSUP lines
c. As required by the RTA
7. The report shall be prepared by an authorized laboratory and approved by the Consultant. The soil report log is to indicate the level of the water table at each borehole and must include boreholes located at the intended position of the thrust and reception pits. The report must indicate the position of the boreholes in relation to all existing utility services in the vicinity. The boreholes are to be sunk at least 2.0m below the level of the proposed works or at least 50% deeper than the proposed works, whichever depth is the greater. Additional borehole is required at center median for ROW of 45.7m and above
8. Geophysical survey for checking any existing cavities under the road must be carried out for all highways and expressways at the proposed NDRC/NDM location or as required by RTA
9. An unconditional bank guarantee from an approved bank registered in the Emirate of Dubai. The amount of this guarantee shall be in accordance with the relevant clause of Local Decree No. 4/2009 or as determined by RTA Roads and Facilities Maintenance Department for each NDRC/NDM location or on a case by case basis
10. A method statement for the installation of the proposed NDRC/NDM works at the proposed location
11. A method statement for construction of driving and receiving pits with type of shoring/piling. The cut off levels of secant piles shall be 3.0 m below FRL/FGL
12. Survey data indicating the existing road surface levels also known as pre-drive levels. The pre-drive levels should be surveyed in a grid, 20m each side of the centreline of the proposed drive at 2.0m intervals. The same is to be ratified by a consultant approved by the Roads Maintenance Section of the RTA Roads and Facilities Maintenance Department
13. A letter addressed to the RTA-Right of Way Department from the Design Consultant confirming:
I. Approval of the Method Statement provided by the Contractor
II. The anticipated settlement will be within the allowable limit for dual carriageway roads
III. The long-term settlement will not exceed 5mm.
14. An approved Traffic Diversion Plan must be obtained from RTA’s ROW Department, Right of Way Services Section so that it can be implemented in the event that settlement or collapse of the road occurs during the NDRC/NDM process and traffic needs to be diverted. This requirement is applicable to dual carriageway roads only
15. Confirmation Letter from the Contractor that no leaks have been detected from any existing utility within a 100m radius of the proposed NDRC/NDM location, and that there is no existing settlement or damage to the existing asphalt or damage to RTA street furniture evident in the vicinity of the proposed NDRC/NDM works.
16. An organogram of both the Consultant and the Contractor who will undertake the NDRC/NDM works including the contact details of the site personnel
17. Contractor’s work programme
18. Soft copy of the proposed works including a coordinated layout drawing of the NDRC/NDM works, profiles and cross sections (Using the DLTM system, in CAD)
19. A comprehensive recent set of site photographs at the location of the proposed NDRC/NDM work, indicating the date upon which the photographs were taken
Confirmation that an agreement is in place between the appointed Main contractor and an RTA approved road Contractor that in the event that the road surface should settle or collapse during NDRC/NDM works, the road Contractor shall mobilise and be able to perform any emergency reinstatement or rehabilitation works which may be required.
The contractor shall demonstrate compliance with the following requirements as part of the application for an NDRC/NDM NOC:

NDRC/NDM Post Construction Requirements
A survey of the existing road surface levels must be undertaken immediately after completion of the NDRC/NDM works (post-drive levels) and repeated monthly for 6 months thereafter or at any time within the 6 months as specified by the RTA in order to monitor the settlement of the road. All surveys are to be carried out in coordination with the RTA’s ROW Department - Inspection Section and Roads and Facilities Maintenance Department- Road Maintenance Section.
RTA reserves the right to instruct applicant/ client to appoint third party verifier to review and evaluate any reported settlement cases occurred during and/or after execution of NDRC/NDM works or whenever required without any cost to RTA.
Note: All NDRC/NDM work is subject to a one year maintenance period and ten years decennial liability as per RTA regulations.

-Key plan showing the project location.
-General layout plan showing project boundary with coordinates, ROW limits, scope of work with proper legends.
-Layout plan showing the location of proposed pocket/ power stations.
-Affection plan for each proposed location or area owner approval.
-Details of foundation structures with respect to existing utilities and ROW.
-Drawings of ROW utility distribution cross sections for all affected roads showing the typical, existing, proposed cross sections with layout showing cross section markers (if required).
-Standard details drawings.
-Detailed Program of work.
-Trial pits information (if required).
Note 1: The drawings should be submitted in PDF and CAD format .
Note 2: Additional requirements for Manual Application (All Departments):
-Cover/ submittal letter.
-Copy of the eNOC online application form.
-CD includes all submitted drawings. -Prequalification Letter from RTA.

-Roads Department: Layby or access proposal approved by RTA/ Traffic Engineering Section and Roads Planning and Design Section; Traffic Safety Section and Roads Landscaping Section approvals; Other concerned parties/authorities approvals (If required); Undertaking letter from the concerned service authority for bearing the responsibility of the required future defect/ settlement maintaining, supervision and removal (for any proposal within the ROW).
- DEWA-ED: Verified trial trench and clearance details (vertical/horizontal) from Transmission Line Maintenance Department Inspector for 400kv, O.H.L, & 132kv and from Distribution Line Maintenance Department Inspector for 33kv,11kv, & 6.6kv.
- DEWA-ED & WD: Method of statement for protection, diversion and crossing of DEWA water and electricity existing services; Site organization chart of main contractor and approved sub -contractors which contains details of their staff representatives at site and their contact details.
- DEWA-WD: Verified trial trench and clearance details (vertical/horizontal) from Consultant for DEWA WD existing services.
-DUSUP: -General Layout Plans with DLTM Coordinates; incorporating existing and proposed work, DUSUP Corridor, existing & proposed gas /fuel pipelines. -Typical Cross Section drawings showing existing condition and proposed work. -Job specific detailed method statement and Task based risk assessment(TRA). -Checklist of Preliminary Design NOC ( for Final Design Submissions only). -Manual Application: -Digital Copy of drawings in pdf & Layout Plan drawing in CAD in DLTM coordinates datum.
